Acceptable Stay ,but Check-in Issues

The onsen at the top floor provided a relaxing experience after exploring , with the added bonus of free ice cream.
Their message requesting my arrival time did not mention any surcharge for arriving before 3:00 PM , and the receptionist was unable to communicate in English and unwilling to assist.
